LEGISLATIVE NEWS AND ACTIVITY&lt;br&gt;&lt;/strong&gt; National President Chuck Canterbury represented the FOP at the U.S. Department of Justice forum sponsored by Bureau of Justice Assistance on improving police community relations through faith-based initiatives and community actions.&lt;/p&gt;

&lt;p&gt;Senior Advisor to the National President Jim Pasco:&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;Spoke with Jennifer Korn, Special Assistant to the President of the United States, regarding border security and officer safety;&lt;/li&gt;

  &lt;li&gt;Spoke with Steven H. Cook, Associate Deputy Attorney General, regarding the future of Office of Community Oriented Policing Service (COPS);&lt;/li&gt;

  &lt;li&gt;Spoke with Thomas E. Brandon, Deputy Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) regarding firearm initiatives and interstate cigarette smuggling.&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;Senior Legislative Liaison Tim Richardson represented the FOP at a briefing hosted by Steven H. Cook, Associate Deputy Attorney General. U.S. Attorney General Jefferson B. Sessions III, Acting Associate Attorney General Jesse Panuccio and Assistant Attorney General for the Office of Legal Policy Elizabeth A. Williams all spoke at the briefing.&lt;/p&gt;

&lt;p&gt;Senior Legislative Liaison Richardson met with staff with the House Subcommittee on Crime, Terrorism, Homeland Security and Investigations to discuss their agenda for rest of the session.&lt;/p&gt;

&lt;p&gt;Senior Legislative Liaison Richardson and Legislative Liaison Mike Martin:&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;Met with staff in the office of Senator Ted Cruz (R-TX) on Federal officer issues;&lt;/li&gt;

  &lt;li&gt;Met with Judiciary Committee staff for Senator Charles E. Grassley (R-IA) on S. 2794/H.R. 5698, the “Protect and Serve Act.”&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;Legislative Liaison Martin spoke with staff in the office of Representative Andre D. Carson (D-IN) regarding Federal officer issues.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;br&gt;
II.&amp;nbsp;&amp;nbsp;THIS WEEK IN CONGRESS&lt;br&gt;&lt;/strong&gt; &lt;em&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The House considered and passed H.R. 5687, the “Securing Opioids and Unused Narcotics with Deliberate Disposable and Packaging Act,” on a 356-3&amp;nbsp;vote. This bill now goes to the Senate for further consideration.&lt;/p&gt;

&lt;p&gt;The House considered and passed H.R. 5676, the “Stop Excessive Narcotics in our Retirement Communities Protection Act,” on a 239-142&amp;nbsp;vote. This bill now goes to the Senate for further consideration.&lt;/p&gt;

&lt;p&gt;The House considered and passed H.R. 6082, the “Overdose Prevention and Patient Safety Act,” on a 357-57 vote. This bill now goes to the Senate for further consideration.&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;u&gt;&lt;br&gt;
Action in House Committees&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The Committee on the Judiciary held a hearing entitled “Examining The Need for New Federal Judges.”&lt;/p&gt;

&lt;p&gt;The Committee on Financial Services held a hearing entitled “Illicit Use of Virtual Current and the Law Enforcement Response.”&amp;nbsp; &amp;nbsp;&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;br&gt;
&lt;em&gt;&lt;u&gt;Action in Senate Committees&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The Committee on Banking, Housing and Urban Affairs’&amp;nbsp; subcommittee on National Security and International Trade and Finance held a hearing entitled “Combating Money Laundering and Other Forms of Illicit Finance: How Criminal Organizations Launder Money and Innovative Techniques for Fighting Them.”&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;

  &lt;li&gt;Met with staff in the office of Rep. Ralph W. Norman, Jr. (R-SC) to discuss legislation to increase penalties on those who target law enforcement for ambush attacks.&lt;/li&gt;

&lt;p&gt;Senior Legislative Liaison Richardson and Legislative Liaison Scott Marks met with staff from the Senate Committee on Banking regarding future legislation involving corporate transparency and beneficial ownership.&lt;/p&gt;

II.&amp;nbsp;&amp;nbsp;THIS WEEK IN CONGRESS&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The House and Senate were in session for only part of the week before adjourning to allow the Republicans to leave for their policy retreat. On Tuesday, President Donald J. Trump delivered the State of the Union address to a Joint Session of Congress.&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;span style="text-decoration: underline;"&gt;Action in the Senate&lt;br&gt;&lt;/span&gt;&lt;/em&gt; The Senate has considered but rejected a motion to invoke cloture on S. 2311, “Pain-Capable Unborn Child Protection Act” on a vote of 51-46.&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;br&gt;
&lt;br&gt;

&lt;p align="center"&gt;&lt;strong&gt;&lt;span style="text-decoration: underline;"&gt;&lt;span style="font-size: 14pt;"&gt;FOP’S DAY ON THE HILL: 12-14 FEBRUARY 2018&lt;/span&gt;&lt;/span&gt;&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;The FOP’s &lt;em&gt;Day on the Hill&lt;/em&gt; event is a key component of our legislative advocacy strategy and our Grassroots Action Network. Having our members here on Capitol Hill, sitting down with their elected Senators and Representatives has a real and lasting impact on the FOP’s ability to move its agenda through Congress. We are coming off of a very successful First Session, but we need to continue to build on that success and we can’t do that without &lt;strong&gt;YOU&lt;/strong&gt;!&lt;/p&gt;

&lt;p&gt;Your participation is critical, and while we look forward to seeing old friends and our &lt;em&gt;Day on the Hill&lt;/em&gt; veterans, this year we also want to see some new faces. We are challenging our members who do attend to bring along a lodge member who hasn’t yet participated in this event. By increasing the number of officers that lawmakers hear from, the greater effectiveness we will have as an organization. Talk about &lt;em&gt;Day on the Hill&lt;/em&gt; in your lodge meetings and help us help you by increasing our participation.&lt;/p&gt;

This year’s &lt;em&gt;Day on the Hill&lt;/em&gt; will begin on Monday, 12 February 2018. The National Legislative Office and the National Legislative Committee will host a short briefing on our legislative agenda. &lt;strong&gt;&lt;em&gt;The briefing will take place on Monday afternoon at D.C. Lodge #1 at 4:00 and will last approximately one hour.&lt;br&gt;&lt;/em&gt;&lt;/strong&gt;&lt;br&gt;
Tuesday and Wednesday, 13-14 February, will be devoted to your meetings with Members from your home States and districts.&amp;nbsp;&lt;strong&gt;&lt;em&gt;These appointments should be made in advance!!!&lt;/em&gt;&lt;/strong&gt; Event participants should make every effort to have their Representative or Senator attend the meeting along with the appropriate staff person.&lt;br&gt;

&lt;strong&gt;Accommodations for Day on the Hill Participants&lt;/strong&gt;&lt;span style="text-decoration: underline;"&gt;&lt;br&gt;&lt;/span&gt; The National Legislative Office is fortunate to have secured a room block at the Hyatt House, a brand new hotel on the Washington, D.C. waterfront just three blocks south of the National Mall. &lt;p&gt;Senior Legislative Liaison Tim Richardson and Legislative Liaison Scott Marks spoke with staff in the in the office of Representative David F. Kustoff (R-TN) regarding H.R. 4768, the “National Strategy for Combating the Financing of Transnational Criminal Organizations.”&lt;/p&gt;

II.&amp;nbsp;&amp;nbsp;THIS WEEK IN CONGRESS&lt;br&gt;&lt;/strong&gt; There was a 3-day partial government shutdown, which came to a close Monday evening when the President signed H.R. 195. The government is funded through 8 February.&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The House was not in session this week.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;u&gt;Action in the Senate&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The Senate has considered and passed H.R. 195, the vehicle for the Continuing Resolution which funds the government through 8 February, on a vote of 81-18.&lt;/p&gt;

&lt;p&gt;The FOP’s &lt;em&gt;Day on the Hill&lt;/em&gt; event is a key component of our legislative advocacy strategy and our Grassroots Action Network. Having our members here on Capitol Hill, sitting down with their elected Senators and Representatives has a real and lasting impact on the FOP’s ability to move its agenda through Congress. We are coming off of a very successful First Session, but we need to continue to build on that success and we can’t do that without &lt;strong&gt;YOU&lt;/strong&gt;!&lt;/p&gt;

&lt;p&gt;Your participation is critical, and while we look forward to seeing old friends and our &lt;em&gt;Day on the Hill&lt;/em&gt; veterans, this year we also want to see some new faces. We are challenging our members who do attend to bring along a lodge member who hasn’t yet participated in this event. By increasing the number of officers that lawmakers hear from, the greater effectiveness we will have as an organization. &lt;p&gt;Senior Legislative Liaison Richardson and Legislative Liaison Scott Marks participated in a stakeholders conference call to discuss pending legislation addressing anti-money laundering efforts and the need to collect beneficial ownership information to combat money laundering and fraud.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;II.&amp;nbsp;&amp;nbsp;THIS WEEK IN CONGRESS&lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The House considered and passed H.R. 2228, the “Law Enforcement Mental Health and Wellness Act,” by voice vote.&amp;nbsp; The legislation, which the FOP helped craft, now goes to the Senate for further consideration.&amp;nbsp; (See &lt;em&gt;Item IV.&lt;/em&gt; below)&lt;/p&gt;

&lt;p&gt;The House considered and passed H.R 4182, the “Ensuring a Qualified Civil Service Act (EQUALS) Act,” on a 213-204 vote.&lt;br&gt;
&lt;br&gt;
&lt;em&gt;&lt;u&gt;&lt;br&gt;
Action in House Committees&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The Committee on the Judiciary considered and&amp;nbsp;favorably reported H.R. 38, the “Concealed Carry Reciprocity Act” on a 19-11 vote.&amp;nbsp; The measure, on which the FOP did not take a position, now goes to the House floor.&lt;/p&gt;

&lt;p&gt;The Committee on the Judiciary considered and favorably reported H.R. 4477, the “Fix NICS Act,” on a 17-6 vote.&amp;nbsp; The FOP supports this legislation, which now goes to the House floor.&lt;/p&gt;

&lt;p&gt;The Committee on the Judiciary considered and favorably reported H.R. 2666, the “AMBER Alert in Indian County Act,” on a voice vote.&lt;/p&gt;

&lt;p&gt;Two Subcommittees of the Committee on Financial Services, the Subcommittee on Financial Institutions and Consumer Credit and the Subcommittee on Terrorism and Illicit Finance, &amp;nbsp;held a joint hearing entitled: “Legislative Proposals to Counter Terrorism and Illicit Finance.”&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;em&gt;&lt;u&gt;Action in Senate&lt;br&gt;&lt;/u&gt;&lt;/em&gt; &amp;nbsp;The Senate approved the motion to proceed to the consideration of H.R. 1, the “Tax Cuts and Jobs Act,” on a 52-48 vote.&amp;nbsp; This vote triggered the consideration of additional amendments to the underlying bill. Voting is expected to stretch into the night and possibly over the weekend or into next week.&amp;nbsp; If the bill passes, it will be reconciled by a House-Senate conference committee.&lt;/p&gt;

&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;"&gt;“This bill came to be when Senators Joe Donnelly and Todd Young reached out to us to see what more could be done to help law enforcement officers struggling to cope with the stresses of their profession,” Canterbury explained. “We worked with them to craft a bill, S. 867, which, with their help, passed the Senate earlier this year. We’re also grateful to Representatives Brooks and Demings who worked so closely with us to get the bill through the House today.”&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;"&gt;The House companion measure cleared the Judiciary Committee in October. The FOP led an effort to defeat a harmful, last-minute amendment pushed by the National Sheriffs’ Association, which opposed the bill as introduced.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;"&gt;“Our officers wear protective clothing and other equipment to keep themselves safe from physical harm, but these officers also face challenges to their mental health and well-being.&amp;nbsp; Unlike many other professions, sometimes you can't leave the job at the office and we need to do a better job of supporting our officers and their mental health,” Canterbury said.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;"&gt;The legislation directs the U.S. Attorney General to identify existing mental health and wellness programs administered by the Federal government including those in the U.S. Departments of Defense, Health and Human Services, Homeland Security and Veterans Affairs. This information will then be compiled into a report to Congress which will contain best practices and model policies which could be adopted by State, local and tribal law enforcement agencies in an effort to improve their own mental health services for their officers.&amp;nbsp; The bill would also authorize the establishment of pilot peer mentoring programs and review existing crisis hotlines for law enforcement officers.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;"&gt;“The FOP has been a leader on mental wellness for law enforcement officers and we believe we can provide better support for the men and women behind the badge,” Canterbury said. “We are proud to support the ‘Law Enforcement Mental Health and Wellness Act’ and look forward to getting this bill through the Senate and then to the President's desk."&lt;/font&gt;&lt;/p&gt;

Total scholarships awarded to individuals who are in the public safety program disbursed since 2012 total $5000. The scholarships have helped the students improve their lives and positively impact their community. This scholarship program was made possible through Lodge 1 charitable gaming program and will help students far into the future.</description>

&lt;strong&gt;IV.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;u&gt;FOP NEWS&lt;/u&gt;: &lt;u&gt;SOCIAL SECURITY FAIRNESS ACT INTRODUCED IN THE HOUSE&lt;br&gt;&lt;/u&gt;&lt;/strong&gt;&lt;/font&gt;&lt;/strong&gt; &lt;font style="font-size: 16px;" face="Times New Roman,serif"&gt;Chuck Canterbury, National President of the Fraternal Order of Police, welcomed the introduction of H.R. 1205, the "Social Security Fairness Act." in the U.S. House of Representatives.&lt;br&gt;
&lt;br&gt;
"The FOP has been pushing for this repeal for many years," Canterbury said.&amp;nbsp; "We are very pleased that Representatives Davis and Schiff are again leading the charge to repeal the WEP and GPO."&lt;br&gt;
&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;br&gt;
The bill was introduced in the House by Representatives Rodney L. Davis (R-IL) and Adam B. Schiff (D-CA), along with more than 70 other original cosponsors.&amp;nbsp; The bill would repeal both the Windfall Elimination Provision (WEP) and the Government Pension Offset (GPO) in current Social Security law.&lt;br&gt;
&lt;br&gt;
The Windfall Elimination Provision (WEP) affects workers who spent some time in jobs not covered by Social Security and also worked other jobs where they paid Social Security taxes long enough to qualify for retirement benefits.&amp;nbsp; The provision has a disproportionate effect on law enforcement officers, who retire earlier than most other public employees and are more likely to begin a second career after they leave law enforcement.&amp;nbsp; Officers in this position are penalized and may have their Social Security benefit reduced by up to sixty (60%) percent.&lt;br&gt;
&lt;br&gt;
"The WEP substantially reduces a benefit that workers had included and counted on when planning their retirement and it substantially penalizes lower paid public employees with short careers or, like many retired law enforcement officers, those whose careers are evenly split inside and outside the Social Security system," Canterbury explained.&amp;nbsp; "This is a loss of benefits to which they are entitled, not an adjustment for a 'windfall.'"&lt;br&gt;
&lt;br&gt;
Like the WEP, the Government Pension Offset was adopted to shore up the finances of the Social Security trust fund.&amp;nbsp; This "offset" law reduces by two-thirds the benefit received by surviving spouses who also collect a government pension.&amp;nbsp;&lt;br&gt;
&lt;br&gt;
"Nine out of ten times," Canterbury said, "this so-called 'offset' completely eliminates the spousal benefit even though the covered spouse paid Social Security taxes for many years, thereby earning the right to these benefits."&lt;/font&gt;&lt;font style="font-size: 16px;" face="Times New Roman,serif"&gt;&lt;br&gt;
"The WEP and GPO provisions do not eliminate a windfall for workers, instead they have proved to be a windfall for the Federal government at the expense of public employees.&amp;nbsp; That?s not right and it's not fair," he said.&amp;nbsp; "Congress should repeal these inequitable provisions and pass the 'Social Security Fairness Act.'"&lt;br&gt;&lt;/font&gt; &lt;strong&gt;&lt;font style="font-size: 16px;" face="Times New Roman,serif"&gt;&lt;br&gt;

      <title>2016 State FOP Conference</title>
      <description>&lt;p&gt;Brothers and Sisters:&lt;/p&gt;

&lt;p&gt;Minnesota&amp;nbsp;FOP&amp;nbsp;Lodge 11, Brainerds Lakes Lodge, hosted the 2016 Fraternal Order&amp;nbsp;of Police State Conference at Grand View Lodge. There were 12 Lodges represented with 35 members present. Jim Huffman and I were in attendance as&amp;nbsp;members of&amp;nbsp;East Metro Lodge #1. This year's conference was very informative and extremely productive.&lt;/p&gt;

&lt;p&gt;Following the opening ceremony, the first order of business was the nomination and election&amp;nbsp;for the vacant position of 2nd Vice President.&amp;nbsp; There had been&amp;nbsp;NO nominations received&amp;nbsp;from the membership&amp;nbsp;prior to the conference.&amp;nbsp; Our current State Lodge Sgt at Arms,&amp;nbsp;Pat Garcia, was nominated from the floor with a&amp;nbsp;2nd. No other nominations were&amp;nbsp;presented.&amp;nbsp;&amp;nbsp; This created a vacancy in his position. Karol Strey, Lodge #4 was nominated from the floor with a 2nd,&amp;nbsp;to the position of&amp;nbsp;Sgt at Arms. &amp;nbsp;No other nominations were presented. Both members were voted into their respective offices with a 'White Ballot'.&lt;/p&gt;

&lt;p&gt;President Hagen presented a review of the current financial situation&amp;nbsp;between MN FOP and North Dakota FOP.&amp;nbsp; With the modest increase in State dues, the reduction of spending at the State level and the constant income from telemarketing, the debt that had been incurred by MN&amp;nbsp;FOP to ND&amp;nbsp;FOP has been reduced from approx. $100,000&amp;nbsp;down to approx. $42,000 in&amp;nbsp;about&amp;nbsp;1 1/2 years.&amp;nbsp;&amp;nbsp;Our president has been negotiating with the&amp;nbsp;ND&amp;nbsp;FOP president&amp;nbsp;since February this year for an agreement of a one time payment to eliminate this debt.&amp;nbsp; After much discussion, ND FOP agreed to a payment of $30,500 to retire this debt, saving MN FOP almost $12,000.&amp;nbsp; The payment was made from existing cash and reserves in the State FOP accounts. NO loans were taken from any outside source. The State FOP can now focus on the financial growth of the organization.&lt;/p&gt;

&lt;p&gt;Attending our conference were two FOP Grand Lodge members. Pat Yoes, Natl FOP Secty, and Roger Mayberry, Natl FOP Sgt at Arms.&amp;nbsp; Brother Yoes gave a report on the recent hacking of Grand Lodge computer system and gave assurances that NO financial data had been breached.&amp;nbsp; He invited MN FOP to New Orleans for the 2017 Natl Conference.&lt;/p&gt;

&lt;p&gt;Brother Mayberry presented a review of lawsuits against FOP members for a variety of reasons and encouraged everyone in the occupation to participate in a Legal Defense Plan, regardless of where it is offered. There was a detailed discussion of the Michael&amp;nbsp;Griffin case and importance the FOP LDP played in the representation.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Joe Ditsch, representing the FOP LDP firm of Fowler Ditsch, gave an overview of their activity since the last State conference. There are currently 1167 FOP members enrolled in the FOP LDP. On June 14, 2016, at 1800hrs,&amp;nbsp;Mike Freeman, Hennipen County Atty, will be at Chanhassan American Legion talking about the changing Grand Jury process and how that will affect the investigation of officer involved shootings.&lt;/p&gt;

&lt;p&gt;The MN Natl Trustee presented a calendar of events for&amp;nbsp;Natl Police Week in May.&amp;nbsp; Members of MN FOP will be attending the ceremony and providing an escort for the widow of the slain Aitkin County officer&amp;nbsp;on May 15th.&amp;nbsp; Our&amp;nbsp;Natl Trustee also reminded everyone of the&amp;nbsp;political endorsement process that will take place in August. Each&amp;nbsp;Lodge is encourage to discuss the candidates and be ready to have their respective State Trustee participate in a teleconference on the matter.&lt;/p&gt;

&lt;p&gt;Past President Cayo announced the results of the Jersey Mike's fundraising effort.&amp;nbsp; MN FOP Foundation will receive $40,608 this year. After discussion of possible donation&amp;nbsp;recipients in the law enforcement community, it was decided to wait until a formal presentation of the&amp;nbsp;check&amp;nbsp;is made to MN FOP by Jersey Mike's sometime in June.&lt;/p&gt;

&lt;p&gt;A&amp;nbsp;note from&amp;nbsp;our State President&amp;nbsp;that MN has not&amp;nbsp;been present at the Western States conferences due to funding constraints and will not until the State budget is in a better financial position to support our participation. We still actively&amp;nbsp;communicate with the Western States&amp;nbsp;leadership.&lt;/p&gt;

&lt;p&gt;Presentations were given by Dalor Marketing on the FOP Journal, Homes for Heroes Foundation, and Backing the Blue Line.&amp;nbsp; Dalor Marketing is our current publisher for our State FOP Journal and let everyone know how important it is for the membership to provide names of possible advertisers. Homes for Heroes is a nonprofit organization designed to assist law enforcement officers in search of a&amp;nbsp;new home. If you are anticipating a new purchase, this organization could save you a lot of money. Backing the Blue Line is a nonprofit comprised of wives of law enforcement officers committed to providing any support needed to other wives of officers.&lt;/p&gt;

&lt;p&gt;A discussion of future sites for the FOP State conference continued with Cragun's&amp;nbsp;Resort and Madden's&amp;nbsp;Resort&amp;nbsp;each giving a brief presentation. After reviewing the costs for the resorts available, it was decided to stay at Grand View Lodge and enter into a 3 year contract.&amp;nbsp; 2017 conference is scheduled for April 23-25.&amp;nbsp; All members are encouraged to check their calendars and make an effort to attend.&lt;/p&gt;

&lt;p&gt;The review of nominations for MN FOP Member of the Year were delayed until the July State meeting. Two written nominations were received but after the April 1st deadline&lt;/p&gt;

&lt;p&gt;The&amp;nbsp;next&amp;nbsp;FOP State Lodge meeting will be held in St. Cloud on Tuesday, July 12 and the location is TBD.&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Now for a review of activities outside the official business meetings. The food at the lodge was fantastic and plentiful. The accommodations were great. The hospitality room was well stocked with refreshments provided by almost every Lodge in attendance and a donation of 5 cases of Mike's Hard Lemonade product from the local distributor. The opportunity to have one on one discussions with our State Lodge officers and the Grand Lodge officers was amazing. There is so much information exchanged.&lt;/p&gt;

  &lt;li&gt;&lt;strong&gt;Heather Childs, Chief of Staff to Deputy Attorney General Sally Quillen Yates;&lt;/strong&gt;&lt;/li&gt;

  &lt;li&gt;&lt;strong&gt;G. Scott Hulsey, Senior Counsel to the Deputy Attorney General; and&lt;/strong&gt;&lt;/li&gt;

  &lt;li&gt;&lt;strong&gt;Scott Ferber, Senior Counsel to the Deputy Attorney General and prosecutor specializing in cybercrime cases.&lt;/strong&gt;&lt;/li&gt;
&lt;/ul&gt;

&lt;p&gt;&lt;strong&gt;Executive Director Pasco spoke to numerous media outlets regarding the hack attack of the FOP databases.&lt;br&gt;
&lt;br&gt;
Executive Director Pasco spoke with W. Ross Ashley III, Executive Director of the National Fusion Center Association, which offered the expert help in addressing the hack attack on the FOP.&lt;br&gt;
&lt;br&gt;
Executive Director spoke with Brian de Vallance, former Assistant Secretary of the Office of Legislative Affairs at the U.S. Department of Homeland Security, about homeland security concerns and the attack on the FOP's data servers.&lt;br&gt;

Executive Director Pasco spoke with Ronald L. Davis, Director of the Office of Community Oriented Policing Services (COPS) at the U.S. Department of Justice to discuss setting up a summit to focus on the issues and perspectives of rank-and-file officer on policing challenges.&lt;br&gt;

Senior Legislative Liaison Tim Richardson represented the FOP on a conference call with M. Kendall Day and Alice W. Dery, the Chief and Deputy Chief of the Asset Forfeiture and Money Laundering Section of the DOJ to discuss asset forfeiture reform.&lt;br&gt;

"Trey" Gowdy III to discuss&amp;nbsp; S.125/H.R. 228, the “Bulletproof Vest Partnership Grant Reauthorization Act, ” H.R. 3537, the “Synthetic Drug Control Act," and H.R. 4229, the "Protecting Our Youth from Dangerous Synthetic Drugs Act."&lt;br&gt;
&lt;br&gt;
Senior Legislative Liaison Richardson and Legislative Liaison Marisa Beam participated in a conference call with stakeholder organizations to discuss issued related to the Public Safety Benefits program.&lt;br&gt;

Legislative Liaison Beam represented the FOP at a meeting of the Public Pension Network.&lt;br&gt;

&lt;em&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/em&gt;The House considered and passed H.R. 3662, the "Iran Terror Finance Transparency Act," on a 246-181 vote.&amp;nbsp; The bill, which now goes to the Senate for further action, which would prohibit the President from removing certain foreign financial institutions, including an Iranian financial institution, from the lists of designated nationals and blocked persons.&lt;br&gt;
&lt;br&gt;
The House tried and fail to overturn the President's veto of H.R. 3762, the "Restoring Americans' Healthcare Freedom Reconciliation Act," on a 241-186 vote.&lt;br&gt;
&lt;br&gt;
&lt;em&gt;&lt;u&gt;Action in House Committees&lt;br&gt;&lt;/u&gt;&lt;/em&gt;The Committee on the Judiciary held a hearing this week entitled: "Another Surge of Illegal Immigrants Along the Southwest Border: Is this the Obama Administration’s New Normal?"&lt;br&gt;
&lt;br&gt;
The Committee on Homeland security held a hearing entitled: "Crisis of Confidence: Preventing Terrorist Infiltration through U.S. Refugee and Visa Programs."&lt;br&gt;
&lt;br&gt;
The Committee on Energy and Commerce's Subcommittee on Communications and Technology held a hearing entitled: "Status of the Public Safety Broadband Network."&lt;br&gt;
&lt;br&gt;
The Committee on Oversight and Government Reform's Subcommittee on National Security held a hearing entitled: "Seeking Justice for Victims of Palestinian Terrorism in Israel."&lt;br&gt;

Executive Director Jim Pasco met with Vice President Joseph R. Biden, Jr. at a breakfast reception to discuss law enforcement issues.&lt;br&gt;
&lt;br&gt;
National President Canterbury and Executive Director Pasco met with the new U.S. Attorney General, Loretta E. Lynch, to discuss current events and future cooperation.&lt;br&gt;
&lt;br&gt;
National President Canterbury, Executive Director Pasco, Vincent Canales, President of the Maryland State Lodge, and Gene Ryan, President of Baltimore Lodge #3, met with Vanita Gupta, Acting Assistant Attorney General for the Civil Rights Division at the U.S. Department of Justice (DOJ) and her staff to discuss impending investigation of the Baltimore Police Department.&lt;br&gt;
&lt;br&gt;
Executive Director Pasco met with Alejandro Mayorkas, Deputy Secretary of the U.S. Department of Homeland Security, about current developments in law enforcement.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
Senior Legislative Liaison Tim Richardson represented the FOP at a meeting hosted by the Asset Forfeiture and Money Laundering Section of the U.S. Department of Justice (DOJ) to discuss potential legislation reforming Federal asset forfeiture laws.&lt;br&gt;
&lt;br&gt;
Senior Legislative Liaison Richardson represented the FOP at a meeting with Senator Timothy E. Scott (R-SC) to dicuss the issue of Body Worn Cameras (BWC).&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;strong&gt;II.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;u&gt;THIS WEEK IN CONGRESS&lt;br&gt;&lt;/u&gt;&lt;/strong&gt; Both chambers were in session this week.&lt;br&gt;
&lt;br&gt;
&lt;em&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The House considered and passed S. 665, the "Rafael Ramos and Wenjian Liu National Blue Alert Act," by voice vote.&amp;nbsp; The measure now goes to the President for his signature (See &lt;em&gt;Item V.&lt;/em&gt; below).&lt;br&gt;
&lt;br&gt;
The House considered and passed several pro-law enforcement bills which the FOP supported:&lt;/p&gt;

&lt;ul&gt;
  &lt;li&gt;H.R. 606, the "Don't Tax Our Fallen Public Safety Heroes Act," amending the Internal Revenue Code of 1986 to exclude compensation received by officers and their dependents from gross income;&lt;/li&gt;

  &lt;li&gt;H.R. 723, the "Fallen Heroes Flag Act," which provides a Capitol-flown flag to the immediate families of law enforcement officers who are killed in the line of duty; and&lt;/li&gt;

  &lt;li&gt;H.R. 2146, the "Defending Public Safety Employees Retirement Act," allowing officers to make penalty-free withdrawals from governmental plans before the age of 50.&lt;/li&gt;
&lt;/ul&gt;These three bills will now be transmitted to the Senate for further action&lt;br&gt;
&lt;br&gt;
The House also considered and passed H.R. 2048, the " Uniting and Strengthening America by Fulfilling Rights and Ensuring Effective Discipline Over Monitoring (USA FREEDOM) Act," on a 338-88 vote.&amp;nbsp; The bill will now be transmitted to the Senate for further action.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;em&gt;&lt;u&gt;Action in the Senate&lt;br&gt;&lt;/u&gt;&lt;/em&gt; The Senate considered and confirmed Sally Quillian Yates to be the next Deputy Attorney General of the United States on a 84-12 vote.&lt;br&gt;
&lt;br&gt;
The Senate continued debate on legislation entitled the "Trade Promotion Authority Act," which would revise current Federal procedures when considering and approving trade deals with other nations.&lt;br&gt;
&lt;br&gt;
&amp;nbsp;&lt;br&gt;

&lt;strong&gt;IV.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;u&gt;FOP NEWS&lt;/u&gt;: President Obama Joins FOP in Salute to Fallen Heroes: &lt;em&gt;34&lt;sup&gt;th&lt;/sup&gt; Annual Memorial Service Honors Officers Sacrifice&lt;br&gt;&lt;/em&gt;&lt;/strong&gt; Today the Fraternal Order of Police and its Auxiliary will gather on the West Front of the U.S. Capitol to honor 131 law enforcement officers who gave their lives in the line of duty, including 117 of which were killed in 2014.&amp;nbsp; The National Peace Officers Memorial Service is the capstone event of National Police Week.&lt;br&gt;
&lt;br&gt;
Chuck Canterbury, National President of the Fraternal Order of Police, will host the event which will feature a keynote address by President Barack Obama and a musical tribute performed by ....&lt;br&gt;
&lt;br&gt;
One week each year, our nation pauses to recognize the extraordinary dedication and service of our local, State, tribal, and Federal law enforcement officers, Canterbury said. National Peace Officers Memorial Day is the day that we honor the memory of those officers who lost their lives in the line of duty and grieve with the loved ones they have left behind.&amp;nbsp; The sacrifices of these heroes and their families help all of us to make and renew our commitment to protect and serve our communities and our nation.&lt;br&gt;
&lt;br&gt;
During National Police Week, thousands of law enforcement officers in every region of the nation gather at memorial services to honor their fallen colleagues.&amp;nbsp; More than 20,000 officers, as well as the surviving family members and friends of slain officers, have traveled to the nation s capital to attend the 34 &lt;sup&gt;th&lt;/sup&gt; Annual National Peace Officers Memorial Service, which is the nation s largest and most prominent memorial service held on behalf of fallen law enforcement officers.&lt;br&gt;
&lt;br&gt;
In October 1962, President John F. Kennedy signed a proclamation designating May 15 &lt;sup&gt;th&lt;/sup&gt; as National Peace Officers Memorial Day.&amp;nbsp; Since the signing of this proclamation, this date has been the official day of recognition for law enforcement officers who have lost their lives in the performance of their duty.&amp;nbsp; This is the 34 &lt;sup&gt;th&lt;/sup&gt; year that the Fraternal Order of Police and its Auxiliary have held the National Peace Officers Memorial Service.&amp;nbsp;&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;strong&gt;V.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;u&gt;FOP NEWS&lt;/u&gt;: HOUSE PASSES BLUE ALERT!!!&lt;br&gt;&lt;/strong&gt; Chuck Canterbury, National President of the Fraternal Order of Police, applauded news that the House passed S. 665, the "Rafael Ramos and Wenjian Liu National Blue Alert Act." three other measures of legislation important to law enforcement, under suspension of the rules.&lt;br&gt;
&lt;br&gt;
"The National Blue Alert Act is a key piece of the FOP's Officer Safety Agenda," Canterbury said. "Immediately after it was favorably passed by the Senate we began working with House offices to get the bill to the floor and pass it. Today, we saw the success of that effort."&lt;br&gt;
&lt;br&gt;
The legislation would provide for local, regional, and national dissemination of time sensitive information that would help apprehend a suspect accused of killing, kidnapping, seriously wounding, or who may pose an imminent and credible threat to a law enforcement officer.&lt;br&gt;
&lt;br&gt;
"The FOP is grateful for the authors of the House companion bill, Representative David G. Reichert, a former sheriff, and Representative William J. Pascrell," said Canterbury. "The FOP is especially grateful for Senator Leahy, whose dogged efforts played a critical role in getting this bill through the Senate, ultimately leading to its passage in the House today."&lt;br&gt;
&lt;br&gt;
The "Rafael Ramos and Wenjian Liu National Blue Alert Act," now goes to President Obama, who is expected to sign the bills into law.&lt;br&gt;
&lt;br&gt;
Three additional measures were considered and passed by the House: H.R. 723, the "Fallen Heroes Flag Act," which provides a Capitol-flown flag to the immediate families of law enforcement officers who are killed in the line of duty; H.R. 606, the "Don't Tax Our Fallen Public Safety Heroes Act," amending the Internal Revenue Code of 1986 to exclude compensation received by officers and their dependents from gross income; and H.R. 2146, the "Defending Public Safety Employees Retirement Act," allowing officers to make penalty-free withdrawals from governmental plans before the age of 50. These three bills will now be transmitted to the Senate for further action.&lt;br&gt;

Amdt. 67 offered by Senator Daniel S. Sullivan (R-AK) to S 1., the "Keystone XL Pipeline Act."&amp;nbsp; The amendment, which the FOP strongly opposed, would have stripped law enforcement officers employed by the Environmental Protection Agency (EPA) of their authority to carry firearms.&amp;nbsp; The amendment was not considered and was rendered moot after cloture was invoked on the underlying bill.&lt;br&gt;
&lt;br&gt;
Executive Director Pasco discussed law enforcement views and concerns with the issue of Internet gaming with officials at the DOJ.&lt;br&gt;
&lt;br&gt;
Executive Director Pasco responded to numerous media inquiries with respect to the activities of the President's Task Force on 21st Century Policing and the officer safety implications of the application Waze.&lt;br&gt;
&lt;br&gt;

&lt;b&gt;II.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp; &lt;u&gt;THIS WEEK IN CONGRESS&lt;br&gt;&lt;/u&gt;&lt;/b&gt;Both the House and the Senate were in session this week, although the House went into recess on Wednesday afternoon to allow for the annual Democratic retreat.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The House considered and passed H.R. 246 on a 411-0 vote.&amp;nbsp; The bill, which goes to the Senate for further consideration, amends the Missing and Exploited Children Act to expand the definition of "child prostitution" to include trafficking and exploitation.&lt;br&gt;
&lt;br&gt;
The House considered and passed H.R. 469, the "Strengthening Child Welfare Response to Trafficking Act," on a 410-0 vote.&amp;nbsp; The bill, which now goes to th Senate for further action, expands the eligibility of certain grant programs under the Child Abuse Prevention and Treatment Act.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in the Senate&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Senate considered a number of amendments to S. 1, the "Keystone XL Pipeline Act," and then passed that legislation on a 62-36 vote.&amp;nbsp; The bill will now go to the House or a conference committee for further action.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in Senate Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Committee on the Judiciary&amp;nbsp; held two hearings on the nomination of U.S. Attorney Loretta E. Lynch to be the next Attorney General of the United States.&lt;br&gt;

&lt;b&gt;IV.&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&amp;nbsp;&lt;u&gt;FOP &lt;a target="_blank" removedlink__1849485042__href="news:%A0"&gt;&lt;font color="#000000"&gt;NEWS&lt;/font&gt;&lt;/a&gt;&lt;/u&gt; &lt;a target="_blank" removedlink__1849485042__href="news:%A0"&gt;&lt;font color="#000000"&gt;:&lt;/font&gt;&lt;/a&gt; &lt;i&gt;FOP Frustrated by FCC Failure on Location Accuracy Rule&lt;br&gt;&lt;/i&gt;&lt;/b&gt;Chuck Canterbury, National President of the Fraternal Order of Police, expressed frustration with news that the final rule adopted by the Federal Communications Commission (FCC) failed to require cellular telephone companies to improve indoor wireless location accuracy.&lt;br&gt;
&lt;br&gt;
The technology exists and its use would have greatly improved the ability of law enforcement and other public safety officers to locate cell calls made indoors, Canterbury explained.&amp;nbsp; The blended indoor-outdoor standard that appears in the final rule is a huge loophole for the carriers.&lt;br&gt;
&lt;br&gt;
While the text of the final rule is not yet available, information from the FCC indicates that it lacks a provision the FOP supported that would have required location accuracy requirements on cellular calls to within fifty meters horizontally and three meters vertically.&amp;nbsp; This requirement is of particular importance in urban areas with large numbers of multistory buildings.&lt;br&gt;
&lt;br&gt;
The location accuracy requirements would have reduced response times to emergency calls and&amp;nbsp; increased the safety of law enforcement and other public safety officers executing searches in hazardous environments, Canterbury said.&amp;nbsp; The FCC really missed the mark here and did public safety a grave disservice.&lt;br&gt;

      <title>Inver Hills C.C. Honors Lodge 1</title>
      <description>&lt;p&gt;&amp;nbsp;&lt;/p&gt;

&lt;h4&gt;Minnesota Fraternal Order of Police Lodge 1 recognized for community engagement, collaborative partnerships and charitable giving&lt;/h4&gt;

&lt;p&gt;The CC265 Conference Room occupies one of the busiest corners on the Inver Hills Community College campus. Located next to Student Services in the College Center, the conference room is an important gathering place for students. On Dec. 2, 2014, CC265 was renamed the Fraternal Order of Police Minnesota Lodge 1 Conference Room to recognize the organization’s community involvement and charitable works.&lt;/p&gt;

&lt;p&gt;Tim Wynes, J.D., IHCC president, spoke at the naming ceremony, welcoming Mike Norstrem, FOP president, Patrick Sloan, FOP 1st vice president, Randy Dalbec, FOP treasurer, and Dan Athmann, an instructor in the college’s &lt;a href="https://www.inverhills.edu/Departments/CriminalJustice/Degrees.aspx#AS2"&gt;&lt;font color="#9BA822"&gt;Law Enforcement&lt;/font&gt;&lt;/a&gt; program. Sloan and Dalbec are also IHCC alumni. Wynes thanked Minnesota FOP Lodge 1 on behalf of Inver Hills staff, faculty, students and the IHCC Foundation Board of Directors as well as the community members the college serves.&lt;/p&gt;

Lawrence Convention Center in Pittsburgh, PA, where we were founded. Hosted by the Pennsylvania State Lodge, this event represents one hundred years of professional law enforcement experience for the largest and oldest law enforcement labor organization in the United States. We anticipate a large gathering to celebrate our 100th Anniversary.&lt;br&gt;

The National Fraternal Order of Police holds a National Conference every two years to set the goals and agenda for the organization. &lt;i&gt;&lt;u&gt;Action in House Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Committee on Appropriations considered, amended and favorably reported draft legislation funding the U.S. Department of Homeland Security.&amp;nbsp; The bill goes to the floor for further consideration.&lt;br&gt;

The Committee on the Judiciary held an oversight hearing on the Federal Bureau of Investigation (FBI).&lt;br&gt;

&lt;i&gt;&lt;u&gt;Action in the Senate&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Senate considered and passed S. 1926, a bill making changes to flood insurance, on a 67-32 vote.&amp;nbsp; The measure will now be transmitted to the House for further action.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in Senate Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Committee on the Judiciary held an oversight hearing on the U.S. Department of Justice.&amp;nbsp; U.S. Attorney General Eric H. Holder, Jr. testified.&lt;br&gt;
&lt;br&gt;
The Committee on the Judiciary considered, amended and favorably reported S. 1410, the "Smarter Sentencing Act," on a 13-5 vote.&amp;nbsp; The bill, which the FOP is evaluating, is now pending before the full Senate.&lt;br&gt;

&lt;br&gt;

      &lt;td class="data-text"&gt;A recent policy change by the National Football League (NFL) prohibits any person from carrying a concealed firearm within any NFL facilitiyundefinedincluding offices, stadiums and practice facilities. Only law enforcement officers and other security personnel employed by the team of stadium will be permitted to carry firearms. It is our understandings that many of the stadiums had similar policies in place for some time, but this season the prohibition is in effect for the entire league and all of its venues.&lt;br&gt;
      &lt;br&gt;
      This prohibition includes any person with a valid, State issued concealed carry permit (CCW) as well as active and retired law enforcement officers whose carriage of a concealed firearm would otherwise be legal under the Law Enforcement Officers' Safety Act (LEOSA).&lt;br&gt;
      &lt;br&gt;
      Members of the FOP have expressed their anger and, now that they must disarm, concern for their personal safety while attending football games. While the leadership of the FOP is engaged with the corporate leadership of the NFL to convey these views, we do reject any call for FOP members to call for a boycott of the NFL. You can read National President Canterbury's letter to NFL Commissioner Roger S. Goodell &lt;a href="http://www.fop.net/publications/archives/letters/2013_0925.pdf" target="_blank"&gt;&lt;font color="#0066CC"&gt;here&lt;/font&gt;&lt;/a&gt;.&lt;br&gt;
      &lt;br&gt;
      Boycotts are historically ineffectiveundefinedin fact, they often result in having the opposite of the effect intended. Considering the size, popularity and success of the NFL, it is highly doubtful that we would make a dent in their revenue stream.&lt;br&gt;
      &lt;br&gt;
      Secondly, FOP members work these games at these venues. Active duty officers, who are often paid overtime, provide security, traffic and crowd control and patrol the streets and parking lots around the venue. Retired law enforcement officers are also employed at stadiums across the country to provide security and other services for teams and the venues at which they play. It is a variance with common sense to boycott a business that provides employment for our members.&lt;br&gt;
      &lt;br&gt;
      It should also be noted that the LEOSA, when enacted in 2004, specifically permits a property owner to disallow firearms on his or her property. The FOP strongly supports the Second Amendment rights of all Americans and the exemptions provided by the LEOSA. However, the right of a property owner to decide who or what is permitted on his or her private property is equally sacrosanct. There are many individuals and businesses who, for whatever reason, do not allow firearms on their property. They have this right.&lt;br&gt;
      &lt;br&gt;
      The FOP will continue to work with the NFL leadership to address this issue and mitigate any negative effect it may have on our membership. In addition, we call upon our State and local lodges in the 32 NFL cities to reach out to team owners, venue owners, and local businesses to share the concerns of FOP members with respect to the new NFL policy.&lt;br&gt;
      &lt;br&gt;
      Our perspective on this issue has merit and we are much better off engaging cooperatively with the NFL than we are engaging in useless gestures like a boycott.&lt;br&gt;&lt;/td&gt;

&lt;br&gt;
Executive Director Pasco represented the FOP at an event hosted by the National Fusion Center Association and the Criminal Intelligence Coordination Council.&lt;br&gt;
&lt;br&gt;
Executive Director Pasco responded to numerous media inquiries following the shootings at the Nay Yard in Washington, D.C.&lt;br&gt;
&lt;br&gt;
Senior Legislative Liaison Tim Richardson held several discussions with Senate Judiciary Committee staff regarding H.R. 180/S. 357, the "National Blue Alert Act."&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;b&gt;II. &lt;u&gt;THIS WEEK IN CONGRESS&lt;br&gt;&lt;/u&gt;&lt;/b&gt;Both the House and the Senate were in session this week.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The House considered and passed H.J. Res. 59, a continuing resolution that will fund the operations of the Federal government and prohibit Federal funds from being spent to implement the Patient Protection and Affordable Care Act, on a 230-189 vote. The bill will now go to the Senate for further action.&lt;br&gt;
&lt;br&gt;
The House considered and passed H.R. 3092, the "Missing Children's Assistance Reauthorization Act," under a suspension of the rules on a 407-2 vote. The bill, which reauhtorizes programs to assist in locating missing children, will be transmitted to the Senate for further action.&lt;br&gt;
&lt;br&gt;
The House considered and passed H.R. 3102, the "Nutrition Reform and Work Opportunity Act," on a 217-207 vote. The bill, which would implement reforms to the supplemental nutrition assistance program (SNAP), now goes to the Senate for further action.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in the Senate&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Senate considered, amended and passed H.R. 527, the "Responsible Helium Administration and Stewardship Act," on a 97-2 vote. The bill, which would reform the sale and control of the Federal government's helium supply, will be returned to the House for further action.&lt;br&gt;
&lt;br&gt;
The Senate debated S. 1392, the "Energy Savings and Industrial Competitiveness Act." A vote on the measure was pushed into next week.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in Senate Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Committee on the Judiciary held a hearing entitled "&lt;br&gt;

&lt;h1&gt;&lt;b&gt;Reevaluating the Effectiveness of Federal Mandatory Minimum Sentences."&lt;/b&gt;&lt;/h1&gt;The Committee on the Judiciary considered and passed S. 357, the "National Blue Alert Act," on a 15-3 vote (See &lt;i&gt;Item V.&lt;/i&gt; for more information). The bill is now pending before the Senate.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;

We added 1 cosponsor to S. 896, bringing our current total to 14.&lt;br&gt;

&lt;b&gt;C. &lt;u&gt;Support Section 1031 of S. 1034, the " National Defense Authorization Act" to grant Statutory Arrest Authority to Civilian DoD Law Enforcement&lt;br&gt;&lt;/u&gt;&lt;/b&gt;The legislation, S. 1034, the "National Defense Authorization Act, 2014" contains language crafted in part by the FOP that would allow the U.S. Secretary of Defense to grant statutory arrest authority to its civilian law enforcement officers. This language can be found in Section 1031.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;b&gt;IV. &lt;u&gt;STATEMENT FROM NATIONAL PRESIDENT CANTERBURY ON HE NAVY YARD SHOOTINGS&lt;br&gt;&lt;/u&gt;&lt;/b&gt;Yesterday, we witnessed a tragedy unfold in our nation's capital at the Navy Yard--one of the oldest installations of the U.S. Navy. At this time, twelve people and the killer are dead. More are injured, but expected to recover fully. Among the wounded is a 24 year veteran of the Washington D.C. Metropolitan Police Department, a K-9 Officer that responded to the scene as part of the Active Shooter Response team. The officer is out of surgery and expected to recover.&lt;br&gt;
&lt;br&gt;
My thoughts and prayers go out to the families of the all victims.&lt;br&gt;
&lt;br&gt;
I am proud of the response of law enforcement to the scene of this horrific crime and the incidents of bravery and heroism that were on display yesterday. All of the agencies that responded to call of the duty are to be commended for the speed and thoroughness of their response, which eliminated the threat and saved lives.&lt;br&gt;
&lt;br&gt;
In the days and weeks to come, we will fully cooperate and support the efforts of investigators reviewing the events of yesterday. We stand ready to work with policy-makers, law enforcement agencies, and the U.S. Department of Defense to improve public safety and prevent similar incidents in the future.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;b&gt;V. &lt;u&gt;FOP'S NATIONAL BLUE ALERT BILL PASSED BY SENATE COMMITTEE&lt;br&gt;&lt;/u&gt;&lt;/b&gt;Chuck Canterbury, National President of the Fraternal Order of Police, welcomed news that S. 357, the "National Blue Alert Act," sponsored by Senators Benjamin L. Cardin (D-MD) and Lindsay O. Graham (R-SC) was considered and favorably reported by the Senate Committee on the Judiciary today on a 15-3 vote.&lt;br&gt;
&lt;br&gt;
"We are very grateful to the bill's sponsors and cosponsors for their support and, as always, to Chairman Leahy for ensuring its consideration by his committee," Canterbury said. "With his support, we are optimistic that we can get this bill to a vote on the Senate floor."&lt;br&gt;
&lt;br&gt;
Senator Patrick J. Leahy (D-VT), Chairman of the Committee on the Judiciary, is an original cosponsor of the bill, as are fellow Judiciary Committee members Senators Graham (R-SC), Richard Blumenthal (D-CT), Richard J. Durbin (D-IL), Amy J. Klobuchar (D-MN), and Sheldon Whitehouse (D-RI). The legislation would establish a "National Blue Alert" system for the local, regional and national dissemination of time-sensitive information to help identify a suspect in the event that a law enforcement officer is killed or seriously injured in the line of duty.&lt;br&gt;
&lt;br&gt;
Prior to the bill's consideration Chairman Leahy talked about the importance of the bill to the law enforcement community. He singled out the Fraternal Order of Police for its efforts in support of the measure. Senator Charles E. Grassley (R-IA) also spoke about his strong support for he bill.&lt;br&gt;
&lt;br&gt;
"Chairman Leahy, Senators Cardin and Graham put a lot of effort into this legislation and worked very closely with our own National Legislative Office to develop this bill. They deserve our thanks," Canterbury said. "I look forward to working with them and Senate leadership to secure time on the Senate floor for the consideration of the bill."&lt;br&gt;
&lt;br&gt;
The Judiciary Committee approved the bill on a 15-3 vote, with Senators Jefferson B. Sessions III (R-AL), Michael S. Lee (R-UT), and Jeffry L. Flake (R-AZ) voting against the bill.&lt;br&gt;

    &lt;p&gt;Bloodstain pattern interpretation can play an important role in determining what happened at a crime scene. This intensive “hands-on” course will arm you with the skills to identify, analyze, document, and collect bloodstained evidence.&lt;/p&gt;

    &lt;p&gt;Through a variety of practical exercises, we will teach you how a bloodstain pattern is created and the physical mechanics involved. You will learn the various types of patterns that may be encountered and methods for determining their directionality and angles of impact on different surface textures. We will also discuss the proper methods of photographing and documenting bloodstain patterns along with the proper handling and packaging of bloodstained evidence.&lt;/p&gt;

&lt;i&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The House considered and passed H.R. 2216, the "Military Construction and Veterans Affairs, and Related Agencies Appropriations Act, 2014 ," on a 421-4 vote. The bill now goes to the Senate for further consideration.&lt;br&gt;
&lt;br&gt;
The House considered and passed H.R. 2217, the "Department of Homeland Security Appropriations Act, 2014," on a 245-182 vote. The bill now goes to the Senate for further consideration.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in House Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Committee on Armed Services considered, amended and favorably reported H.R. 1960, the "National Defense Authorization Act for Fiscal Year 2014," on a 59-2 vote. The bill, which includes the FOP's language that would allow the Secretary of Defense to grant civilian law enforcement officers employed by the U.S. Department of Defense (DoD) statutory arrest authority, can now be considered by the full House. (See &lt;i&gt;Item IV.&lt;/i&gt; for additional details.)&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in the Senate&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Senate failed to invoke cloture on the motion to proceed to the consideration of S. 953, the "Student Loan Affordability Act," on a 51-46 vote. The bill was pulled from the floor.&lt;br&gt;
&lt;br&gt;
The Senate invoked cloture on the motion to proceed to the consideration of S. 954, the "Agriculture Reform, Food, and Jobs Act," on a 75-22 vote. The Senate will continue debate on the measure next week.&lt;br&gt;

&lt;b&gt;IV. &lt;u&gt;FOP Makes Important Strides on DoD Arrest Issue: LEOSA Changes Remain Mired in Red Tape&lt;br&gt;&lt;/u&gt;&lt;/b&gt;Chuck Canterbury, National President of the Fraternal Order of Police, said that the organization cleared a major hurdle in its effort to amend Federal law and grant statutory arrest authority to civilian law enforcement officers employed by the U.S. Department of Defense (DoD).&lt;br&gt;
&lt;br&gt;
The language that was crafted in part and approved by our Federal Officers Committee was included in H.R. 1960, the National Defense Authorization Act for Fiscal Year 2014, Canterbury said. This is significant because weve passed this same language several times through the Senate, only to have the House strip it out. The language was included in the House bill at introduction and now has passed full committee. Were optimistic that we can keep it in the final bill.&lt;br&gt;
&lt;br&gt;
The proposed language would grant the U.S. Secretary of Defense the same general powers and authorities that were provided to the U.S. Secretary of Homeland Security in 2002. If adopted, the Secretary of Defense will be able to establish regulations that are enforceable by criminal penalties for property under the jurisdiction, custody, or control of the DoD. Because this has become such a genuine security and public safety issue, some DoD law enforcement agencies, like the Defense Intelligence Agency Police, sought deputization from the U.S. Marshals Service to empower them to exercise law enforcement powers.&lt;br&gt;
&lt;br&gt;
The lack of this authority is keenly felt by civilian law enforcement officers employed by the DoD, Canterbury explained. It is negatively impacting officer morale and, more importantly, public safety. For instance, many of the civilian law enforcement officers have to deal with a growing population of non-DoD-affiliated civilians living in privatized housing on DoD installations. Without the statutory arrest authority or the ability to create regulations with criminal penalties, law enforcement officers responding to a call for service cannot make an arrest. They can call local law enforcement, which may or may not respond, because many DoD installations are located in remote areas. In such cases, their authority extends only to evicting the individual from the installationleaving the criminal act unaddressed and the public at continued risk.&lt;br&gt;
&lt;br&gt;
The civilian law enforcement officers employed by the DoD are fully trained and sworn and they should have the authorities that go with that training and not be forced to call officers from another agency or shop around to non-DoD entities to secure the authority they need to make these installations safe for civilian and military populations, Canterbury said.&lt;br&gt;
&lt;br&gt;
Canterbury also stated that FOP staff has been in regular communication with DoD officials as they work on new instructions and regulations to implement the changes to Federal law clarifying that civilian law enforcement officers employed by and retired from the DoD, as well as military personnel serving as law enforcement officers, unambiguously meet the definitions in the Law Enforcement Officers Safety Act (LEOSA). President Obama signed these changes into law in January of this year.&lt;br&gt;
&lt;br&gt;
We expected the process would be slow and had some hope that the new regulations would be issued by this summer, but that no longer seems to be the case, Canterbury said. The proposed regulations are currently under review by the Office of General Counsel within the Department and this review could take several months.&lt;br&gt;
&lt;br&gt;
Following this process, the proposed changes will be published in the Federal Register and be open for public comment. The comments will be collected for review and some changes, based on the comments received, could be made. Once the comment and review period has concluded, the new regulations will be published in the Code of Federal Regulations and take effect.&lt;br&gt;
&lt;br&gt;
Unfortunately, there is no way to hurry this process, Canterbury said. The proposed rule has to be posted for a certain length of time and the review process is also prescribed by Federal law and regulation.&lt;br&gt;
&lt;br&gt;
Various branches of the Armed Forces have issued memoranda that the LEOSA exemption does not attach until such time as the Department and its components revise their existing instructions. The FOP does not agree with this interpretation and we understand that the Departments own legal review concluded that the law is the law and is self-executing.&lt;br&gt;
&lt;br&gt;
With that said, there is a question as to whether the photographic identification carried by civilian law enforcement officers and military police personnel meet the requirements of the Federal statute, Canterbury said. No one wants to be a test case, so we are asking our Federal DoD members to be patient for just a little longer while the gears of government grind forward.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;

We saw an act of terror in Boston that took the lives of innocents and wounded more than a hundred, yet we saw saw acts of courage and hope from the law enforcement officers, firefighters, emergency medical personnel and from our fellow citizens who responded to the pleas and cries for help on the sidewalks of Boyleston Street.&lt;br&gt;
&lt;br&gt;
In the hunt to capture the men suspected of perpetrating this horrific act, Officer Sean Collier of the Massachusetts Institute of Technology Police Department was killed in the line of duty and Richard Donohue of the Massachusetts Bay Transportation Authority Police was severely wounded. Our thoughts and prayers are with the victims and families of the incident and for the safety of the men and women in law enforcement as they pursue the remaining suspect.&lt;br&gt;
&lt;br&gt;
In Texas, an accidental explosion has left an unknown number of dead and wounded, including a constable and several firefighters who initially responded to the scene. My thoughts and prayers are with these families as well.&lt;br&gt;
&lt;br&gt;
In times of grief and tragedy, we must take comfort and draw strength from our families and communities. The FOP brotherhood and our extended law enforcement family will pull together and get through these difficult times. And we will do it together.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;br&gt;&lt;/i&gt;&lt;b&gt;I. &lt;u&gt;LEGISLATIVE NEWS AND ACTIVITY&lt;br&gt;&lt;/u&gt;&lt;/b&gt;Senior Legislative Liaison Tim Richardson attended a briefing hosted by Joshua A. Ederheimer, Acting Direcor of the Office of Community Oriented Policing Services (COPS) in the U.S. Department of Justice regarding the grant solicitations for this year and the FY14 budget request.&lt;br&gt;
&lt;br&gt;
Senior Legislative Liaison Richardson spoke with John F. Awtrey, Director of the Office of Law Enforcement Policy and Support in the U.S. Department of Defense, about legislation allowing the Secretary of Defense to grant statutory arrest authority to civilian law enforcement officers employed by the Department and other issues.&lt;br&gt;
&lt;br&gt;
Senior Legislative Liaison Richardson and PAC Director/Legislative Liaison Grace Lynch met with Douglas A. Wain, Executive Director of Win The War! Against Violence, about crime and violence issues.&lt;br&gt;
&lt;br&gt;
Staff from the National Legislative Office attended a briefing on justice reinvestment, which featured panelists with knowledge of the on-the-ground experience in Delaware and Kentucky with the Justice Reinvestment Initiative (JRI). This program aims to increase public safety, hold offenders accountable, and control corrections costs by tasking States and localities with collecting and analyzing data on all aspects of the criminal justice system.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;b&gt;II. &lt;u&gt;THIS WEEK IN CONGRESS&lt;br&gt;&lt;/u&gt;&lt;/b&gt;Both the House and the Senate were in session this week.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in the House&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The House considered, amended and passed three cyber security bills this week:

&lt;ul&gt;
  &lt;li&gt;H.R. 756, the "Cybersecurity Enhancement Act," on a 402-16 vote;&lt;/li&gt;

  &lt;li&gt;H.R. 967, the "Advancing America's Networking and Information Technology Research and Development Act," on a 406-11 vote; and&lt;/li&gt;

  &lt;li&gt;H.R. 1163, the "Federal Information Security Amendments Act," on a 416-16 vote.&lt;/li&gt;
&lt;/ul&gt;All three bills will now be transmitted to the Senate for further action.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in House Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Committee on the Judiciary held a hearing entitled the "Mismanagement at the Civil Rights Division of the Department of Justice.&lt;br&gt;
&lt;br&gt;
The Commerce-Justice-Science Subcommittee on Appropriations held a hearing on the U.S. Department of Justice at which U.S. Attorney General Eric H. Holder, Jr. gave testimony.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in the Senate&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Senate debated S. 649, the "Safe Communities, Safe Schools Act," and held votes on the following amendments, all of which required 60 votes to be adopted:

&lt;ul&gt;
  &lt;li&gt;S. Amdt. 711, which would have banned certain types of firearms described as "assault weapons," was defeated on a 40-60 vote;&lt;/li&gt;

  &lt;li&gt;S. Amdt. 713, which would have provided penalties to deter straw purchases and trafficking in firearms, was defeated on a 58-42 vote;&lt;/li&gt;

  &lt;li&gt;S. Amdt. 714, which would have prohibited the manufacture, possession or sale of magazines capable of holding more than ten rounds of ammunition was defeated on a 46-54 vote;&lt;/li&gt;

  &lt;li&gt;S. Amdt. 715, which would have expanded Federal background checks to include firearms purchased online and at gun shows, was defeated on a 54-46 vote;&lt;/li&gt;

  &lt;li&gt;S. Amdt. 717, which would penalize law enforcement agencies by withholding Federal funding if local or State governments released certain information on law-abiding gun owners, was passed on a 67-30 vote;&lt;/li&gt;

  &lt;li&gt;S. Amdt. 719, which would have provided reciprocity between States that issue concealed carry permits, was defeated on a 57-43 vote;&lt;/li&gt;

  &lt;li&gt;S. Amdt. 720, which would have prevent mentally incapacitated veterans from having a Federal firearms disability unless a court finds the individual poses a danger to himself or others, was defeated on a 56-44 vote;&lt;/li&gt;

  &lt;li&gt;S. Amdt. 725, an amendment in the nature of a substitute which provided grants to improve the National Instant Criminal Background Check System (NICS) database, prohibit straw purchases, trafficking, and mental health records, was defeated on a 52-48 vote;&lt;/li&gt;

  &lt;li&gt;S. Amdt. 730, which would establish and reauthorize various programs to identify and provide services and support to the mentally ill, was adopted on a 95-2 vote.&lt;/li&gt;
&lt;/ul&gt;The Senate then set aside further action on S. 649.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in Senate Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Committee on Health, Education, Labor and Pensions held a hearing on the nomination of Thomas A. Perez, current Assistant Attorney General for the Civil Rights Division in the U.S. Department of Justice, to be the next Secretary of Labor.&lt;br&gt;
&lt;br&gt;
The Committee on Homeland Security and Governmental Affairs held a hearing on the Administration's FY14 budget request.&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;b&gt;III. &lt;u&gt;UPDATE ON TOP LEGISLATIVE PRIORITIES&lt;br&gt;

&lt;b&gt;IV. &lt;u&gt;Federal Officers' Potentially Affected by Sequestration&lt;br&gt;&lt;/u&gt;&lt;/b&gt;Over the last few months, political squabbling over the sequester and budget cuts have caused great concern for law enforcement at all levels of government. While the FOP has been working against these reductions, Washington politicians have resigned themselves to allowing these harsh across-the-board cuts to all departments, even departments that have seen significant budget reductions over the last several years. The FOP is keenly aware of the potentially devastating results these continued cuts will have and we are deeply troubled by the impact they will have on all law enforcement officers as well as public safety. These cuts will hurt all of us and the public we are sworn to protect.&lt;br&gt;
&lt;br&gt;

The BVP, created by the Bulletproof Vest Partnership Grant Act of 1998 is a unique U.S. Department of Justice initiative designed to provide a critical resource to State and local law enforcement.&lt;br&gt;
&lt;br&gt;
Applications for FY 2013 BVP funds will be accepted beginning Monday, April 8, 2013. All applications must be submitted online by 6:00 pm (Eastern Time), Monday, May 20, 2013.&lt;br&gt;

&lt;br&gt;
Take 25 encourages law enforcement to host their own child safety events. You can help to promote Take 25 by completing child ID kits in your community, hosting a school safety presentation, or distributing important safety information to parents and children. The resources provided by Take 25 include child ID kits, safety tips, and discussion guidelines--all of which help parents to begin an on-going conversation with their children about safety. All Take 25 child safety materials are available free of charge.&lt;br&gt;

Each Take 25 event organizer receives an outreach kit which includes a campaign overview, sample outreach documents, event planning resources, and other materials that can be distributed at each event.&lt;br&gt;

National President Canterbury, Executive Director Jim Pasco and members of the National Legislative Office staff spoke at the legislative briefing hosted by D.C. Lodge #1.&lt;br&gt;
&lt;br&gt;
National President Canterbury also attended a fundraiser hosted Executive Director Pasco for Senator Patrick J. Leahy (D-VT), Chairman of the Committee on the Judiciary.&lt;br&gt;
&lt;br&gt;
National President Canterbury and Executive Director Pasco met with B. Todd Jones, Acting Director of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in the U.S. Department of Justice, to discuss firearms issues and the relationship between the ATF and rank-and-file officers.&lt;br&gt;
&lt;br&gt;
Executive Director Pasco attended a fundraiser for Representative Steny H. Hoyer (D-MD), Minority Whip for the U.S. House of Representatives.&lt;br&gt;
&lt;br&gt;
Executive Director Pasco also met with Dr. Kimberly O'Connor, Chief of Staff, for the Customs and Border Patrol in the U.S. Department of Homeland Security, to discuss immigration issues.&lt;br&gt;
&lt;br&gt;
Executive Director Pasco had numerous discussions with Congressional staff and other organizations on firearms issues.&lt;br&gt;
&lt;br&gt;
Senior Legislative Liaison Tim Richardson met with Lou Cannon, Chairman of the Federal Officers' Committee and Committee Member Chad Jones to talk about the FOP's strategy on getting statutory arrest authority for civilian law enforcement officers employed by the U.S. Department of Defense.&lt;br&gt;

Senior Legislative Liaison Richardson spoke to staff in the office of Representative Steny H. Hoyer (D-MD) to discuss the FOP's legislative priorities and the National Blue Alert Act.&lt;br&gt;

PAC Director/Legislative Liaison Grace Lynch joined Federal Officers' Committee Member Chad Jones in a meeting staff in the office of Representative Scott H. Peters (D-CA) to discuss Federal law enforcement officer issues.&lt;br&gt;
&lt;br&gt;
Approximately 100 FOP members were in Washington, D.C. to participate in the FOP's annual &lt;i&gt;Day on the Hill&lt;/i&gt;.&lt;br&gt;

The FOP has not taken a position on S. 47, but we do support a provision in the bill that is identical to S. 80, the Sexual Assault Forensic Evidence Reporting (SAFER) Act, which will help State and local law enforcement agencies to reduce the laboratory and storage rape kit backlogs. The bill now goes to the President, who is expected to sign the bill.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in House Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The House Subcommittee on Immigration and Border Security held a hearing entitled, "How E-Verify Works and How it Benefits American Employers and Workers."&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in the Senate&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Senate considered and rejected cloture on a motion to proceed to the consideration of S. 16, a bill to replace the sequester cuts, on a 38-62 vote.&lt;br&gt;
&lt;br&gt;
The Senate considered and rejected cloture on a motion to proceed to the consideration of S. 388, the "American Family Economic Protection Act," which would replace the sequester cuts.&lt;br&gt;
&lt;br&gt;
The Senate confirmed Charles T. Hagel to be the next Secretary of the U.S. Department of Defense on a 58-41 votes and Jacob L. Lew to be the next Secretary of the U.S. Department of the Treasury on a 71-26 vote.&lt;br&gt;
&lt;br&gt;
&lt;i&gt;&lt;u&gt;Action in Senate Committees&lt;br&gt;&lt;/u&gt;&lt;/i&gt;The Committee on the Judiciary held a hearing on S. 150, the "Assault Weapons Ban."&lt;br&gt;
&lt;br&gt;
&lt;br&gt;
&lt;b&gt;III. &lt;u&gt;UPDATE ON TOP LEGISLATIVE PRIORITIES&lt;br&gt;&lt;/u&gt;&lt;/b&gt;At this time, none of our top priorities have been reintroduced. The Legislative Office is working with House and Senate staffers to reintroduce these important pieces of legislation in the 113th Congress.&lt;br&gt;

&lt;b&gt;IV. &lt;u&gt;NATIONAL LABOR SERVICES OFFICE: HELP WANTED!&lt;br&gt;
&lt;br&gt;&lt;/u&gt;FT position: The National Fraternal Order of Police is seeking a candidate for the position of Labor Specialist for the Division of Labor Services. This position will interact with law enforcement personnel at all levels of government (Federal State and Local). This is a full-time position that will require extensive travel. Applicants should have a minimum of 10 years of experience in a labor relations, human resources, or member services environment. Preference will be given to experience in the public sector labor relations, particularly with regard to law enforcement.&lt;br&gt;

This is a part-time position that will require extensive travel. This position will interact with law enforcement personnel at all levels of government (Federal State and Local). Applicants should have a minimum of 10 years of experience in a labor relations, human resources, or member services environment.       <title>Update NY State Firearms Law</title>
      <description>&lt;strong&gt;V.&lt;/strong&gt; &lt;u&gt;&lt;strong&gt;FOP ALERT: IMPACT OF NEW NY GUN LAWS&lt;br&gt;&lt;/strong&gt;&lt;/u&gt;This alert is to advise members of the Fraternal Order of Police that recent changes to firearms laws in New York may impact active and retired officers visiting the State and carrying concealed firearms under the auspices of the Law Enforcement Officers' Safety Act (LEOSA).&lt;br&gt;
&lt;br&gt;
New York State law prohibits the possession of magazines holding more than seven (7) rounds. The exemption provided by the LEOSA from State and local prohibitions on the carriage of concealed firearms does&lt;b&gt;&lt;i&gt;NOT&lt;/i&gt;&lt;/b&gt; exempt active and retired officers from State or local laws regulating magazines. It is unlawful for out-of-State active or retired law enforcement officers to possess a magazine which is capable of holding more than seven (7) rounds in the State of New York and you could face a criminal charge. It is our understanding that the prohibition on magazines went into effect immediately.&lt;br&gt;
&lt;br&gt;
While the National Legislative Office has not done a full legal analysis of the new laws, it is very clear that this provision in the new laws will have an immediate effect on FOP members traveling to or through the State of New York. In addition, retired law enforcement officers living in New York--even those who have retired or separated from their agency in good standing in the State of New York--may also be affected by the ban on magazines capable of holding more than seven (7) rounds.&lt;br&gt;
&lt;br&gt;
We urge our members that choose to carry concealed firearms in New York under the auspices of the LEOSA to follow the law and use good judgement. Any questions about the new laws in the State of New York should be directed to the New York State Troopers or Office of the Attorney General of New York.&lt;br&gt;

      <description>In August 2013, the National Fraternal Order of Police will conduct its 61st National Conference and Exposition in Cincinnati, OH. Hosted by Queen City Lodge #69, this event represents ninety-eight years of professional law enforcement experience for the largest and oldest law enforcement labor organization in the United States. The conference dates are August 11-15, 2013, and will be held at the Duke Energy Center.&lt;br&gt;

The National Fraternal Order of Police holds its National Conference every two years to set the goals and agenda for the organization. The business of the order is conducted, seminars are offered, Constitution &amp;amp; By-Laws are reviewed and changed, the Executive Board is elected, National Trustees and Committee Chairs report their activities, and exhibitors from around the country showcase their products and services at our EXPO.&lt;br&gt;

      <title>The New Site is up and running</title>
      <description>&lt;p&gt;Brothers and Sisters,&lt;/p&gt;

&lt;p&gt;We are currently updating and refining the new site. As part of this process we are also updating our membership management system to serve you better. You will see some welcome changes including online membership management, payment, and access to the FOP!&lt;/p&gt;

&lt;p&gt;We are in the process of adding all the current members to the new database, so you will be receiving emails with your new login/password to the membership area of the site, where you will be able to connect with us and fellow members via the site. Rest assured your information is being kept private and secure, and the only search-able info of you will be by other active members of Lodge #1 and will only display your name, agency, and email as a default, however you may change those parameters on your profile to not have any of it displayed.&lt;/p&gt;

&lt;p&gt;We hope however this will allow our members the opportunity to stay connected with one another, network, and grow our great organization.&lt;/p&gt;
